Petersburg mayor faces local architect in Ward 4 election

PETERSBURG - Petersburg Mayor Brian Moore is facing a challenger - local architect Terry Ammons - in the contest for the 4th Ward City Council seat.

Terry Ammons

The 48-year-old Ammons says that it has been interesting to try and tell people quickly why he is qualified for council, feeling that it's something he's been working toward for quite some time "in terms of the nature of my work and the community service that's part of a lot of the work."

"I have a lot of experience working in the public sphere," Ammons added. "My work has really let me develop a lot of skills that I think are really relevant to what I could apply to serving the ward as a councilman."

Ammons said that he mulled over whether he would run in the current election and decided about a day or so before the June filing deadline that he would run. "I actually thought the deadline was in July and then I found out it was in June," Ammons said.

He said that he believes in the public process and that he also feels that citizens have been left out of the process.

"I can't do anymore as a business owner," Ammons said, adding that he's tried to effect positive change in the city and that he felt there was more he could do. "I knew this might be a step I would take on at a some point in time."

Ammons says he felt he's been in the city long enough and has built two businesses and renovated several buildings, something he describes as a record to show for what he has done here.

The candidate said that he has a list of priorities for the city if he wins, including economic development, youth and education, arts and culture and responsible government among other issues. "I think there's a lot of low-hanging fruit out there," Ammons said. "Our City Council has to make education a priority and I don't think that's just the school system."

The candidate also says that he feels the city hasn't been effectively utilizing its history. In his campaign materials, he says he wants to establish a partnership with the National Park Service to establish a visitor contact station at South Side Depot and that he wants a civil rights museum in the former Trailways bus station at the intersection of East Washington and North Adams streets. The city recently announced a grant from the Virginia Department of Transportation and The Civil War Trust which will be used to establish a Visitor Contact Station at South Side Depot. Additionally, a private nonprofit group has been working with the city on establishing a civil rights museum in the former Trailways station.

"Our history is the thing that crosses cultural lines," Ammons said. "We need to create a new narrative for this city."

As part of that new narrative, Ammons said he would push a "market-to-market" project that he says would eliminate a "competing situation" between "uptown and downtown." The project would connect the market square area in Old Towne and the Halifax Triangle. "We need to say these are our two market squares," Ammons said. He added that the history of the markets is not one of segregation only, but that people shopped at both markets.

One of the challenges that Ammons sees is a culture of distrust of organizations and government by residents of the city. "The city should really be deciding what the city leadership can do," Ammons said. "I don't think it's the council's job to make school policy, but you can say that education is one of the city's biggest problems," and direct resources to the issue.

Brian Moore

Moore, 49, has been a telecommunications consultant and contractor for the past 27 years.

"The hard work and effort I've put in the last eight plus years," Moore said, is one of his qualifications for being re-elected. "I've got the experience and knowledge to move projects forward. That's evident. Look around in the city and see what's going on."

That has been work not only on the project side, Moore says, but in working with city administration to hire more professional leadership on the city's staff. "We've seen a lot better customer service and people are more responsive."

Moore said that the city has also begun to take a different approach to projects, particularly with the new city manager in place by looking forward "we're looking three, five, 10 years down the road."

One example of that is a hotel-conference center plan, which the city has been working closely on with Virginia State University. Moore said it should be coming online in the next two to three years. "We're working to build the economic base to support the programs," Moore said. Moore said the hotel and conference center should be ready approximately six months before the VSU events center on campus. "The goal is to put the city in a position to use the revenue from the project to go into debt service. We've already got folks interested in the project. We've been getting multiple calls. We're building a lot of energy. We're building a lot of success as we move forward."

Moore said that the success of the project along with other projects in the downtown and Ward 4 affects all of the city.

Moore said that as more businesses and projects come to the city, it can benefit all residents. "Once we get the revenue coming in, people always want the real estate tax done, but first you have to build the value of the land book," Moore said. He said that many people make comparisons between the city's real estate taxes and neighbors, including Chesterfield. "That's not a fair comparison, because you have to look at the land book value."

The mayor said that over the past four years he's seen not only a change inside the city, but the perception of the city by outsiders.

"When we go places now. People take Petersburg seriously," Moore said. "It's a great city. I love this city. It's a great place to be."

Some of the growth over the past four years includes market driven, market rate loft style apartments, including the Perry Street Lofts, Courthouse View and the Oddfellows Building. Additionally, he said that the city was able to sell the landfill - which had been owned by the city and would have been closed, costing taxpayers millions of dollars. Instead, the City Council sold the landfill to Container First Services. The business now pays the city $1 per ton of trash per day up to $1,000 a day for $365,000 a year in revenue.

Moore said that he's running for re-election because he wants to continue the hard work that he's already put in and see several projects finished to completion - including work to establish a visitor contact station at South Side Station and an effort to transform the former Trailways bus station into a civil rights museum - and to continue to work with the current City Council.

He added that the work isn't done yet, and the city must continue to develop its economic development engine. "We have to look at new ways of collaborative efforts and regionalism," Moore said.

Pakistan: In twist, Muslims accused of blasphemy

(AP) ? Pakistan's blasphemy laws may be used to punish Muslims suspected of ransacking a Hindu temple in an intriguing twist for a country where harsh laws governing religious insults are primarily used against supposed offenses to Islam, not minority faiths.

The blasphemy laws, sections of which carry the death penalty or life imprisonment, have drawn renewed international scrutiny this year after a young Christian girl in Islamabad was alleged to have desecrated the Muslim holy book, the Quran. A Muslim cleric now stands accused of fabricating evidence against the girl, who has been freed on bail and whose mental capacity has been questioned.

Police officer Mohammad Hanif said Sunday the anti-Hindu attack took place Sept. 21. The government had declared that day a national holiday ? a "Day of Love for the Prophet" ? and called for peaceful demonstrations against an anti-Islam film made in the U.S. that has sparked protests throughout the Muslim world. Those rallies took a violent turn in Pakistan, and more than 20 people were killed.

Hanif said dozens of Muslims led by a cleric converged on the outskirts of Karachi in a Hindu neighborhood commonly known as Hindu Goth. The protesters attacked the Sri Krishna Ram temple, broke religious statues, tore up a copy of the Bhagavad Gita, a Hindu scripture, and beat up the temple's caretaker, Sindha Maharaj.

"The attackers broke the statues of (Hindu deities) Radha, Hanuman, Parwati and Krishna, and took away the decorative gold ornaments," Maharaj said. "They also stormed my home and snatched the gold jewelry of my family, my daughters."

Maharaj and other Hindu leaders turned to the police, who registered a case against the cleric and eight other Muslims. But none of the suspects had been found as of Sunday, police said.

Officials said the case against the attackers was registered under Section 295-A of the blasphemy laws, which covers the "outraging of religious feelings." That section of the law can apply to any religion and carries a fine or up to 10 years imprisonment.

The Asian subcontinent's British rulers originally framed blasphemy laws partly as a way to prevent violence among Muslims and Hindus. Muslim-majority Pakistan was carved out of India in 1947, and under the military rule of Gen. Mohammad Zia ul-Haq, a fervent Islamist, the statutes covering blasphemy were toughened in the 1980s.

Area police chief Jaffer Baloch said authorities were simply considering the Hindus' complaint under the relevant section of the law.

Islam's Prophet Muhammad "teaches us to respect others' religions so that ours shall also be respected," he said. "Like us, Hindus have their own faith and religion and they do have sentiments for their Bhagavad and gods."

Human rights activists say Pakistan's blasphemy laws are too broad and vague, and are often used by people who are trying to settle scores with rivals or target religious minorities, who make up 5 percent of Pakistan's 180 million people.

Although many Muslims are accused of insulting Muhammad or other acts deemed blasphemous, minorities are disproportionately represented among the defendants, rights groups say.

Hindus and Christians are among prominent minorities who fear the blasphemy laws. Also frequently blamed for blasphemy are Ahmadis, who consider themselves Muslims but are reviled as heretics by mainstream Muslims.

Pakistan is not known to have actually executed anyone for blasphemy, and while courts often set the accused free on technical grounds or other reasons, many extremists have killed people who were let go by judges.

Even speaking out against the blasphemy laws can put people in danger. Two prominent politicians, including the sole Christian member of the federal Cabinet, were assassinated in 2011 for urging reform of the law.

The politicians, Punjab province Gov. Salmaan Taseer and Minister for Minorities Shahbaz Bhatti, had spoken out in defense of Asia Bibi, a Christian sentenced to death in 2010 for allegedly insulting Islam's Prophet Muhammad. Bibi, whose case prompted international criticism, is believed to be the first woman condemned to die under the statute and remains in prison.

The laws retain broad support in Pakistan, where Islamic conservatism is on the rise alongside extremism and Muslims are highly sensitive about their faith. Taseer's killer, for instance, was hailed as a hero in many quarters. Thousands of people rallied to support him, and lawyers showered him with rose petals.

Many human rights activists, partly out of their own security concerns, have tempered their demands: years ago, they used to call for the blasphemy laws' repeal, but now they say the laws should be reformed to prevent misuse. Even leaders of minority religious groups have often said they support the law but simply do not want to see it abused.

Although there's no sign that the weak civilian government plans to amend the law, the case of the Christian girl has brought some hope that sentiments about it may change. Even some Islamist clerics sympathized with the girl, whose age has been said to be 14 or younger and who may be developmentally disabled.

Witness claims that a Muslim cleric stashed pages of a Quran in the girl's bag to make it seem as if she burned them have added to the sympathy for her. The cleric is accused of planting the evidence to push Christians out of the neighborhood and is now being investigated for blasphemy himself. He denies any wrongdoing.

Water on Mars: NASA scientists are 'excited'

Mars rover Curiosity found rocks on the Martian surface that are too big to be carried by wind, so researchers suppose water must have existed on Mars at one time. Over the next two years, Curiosity will continue its search for signs of ancient?microbial life on Mars.

The NASA rover Curiosity has beamed back pictures of bedrock that suggest a fast-moving stream, possibly waist-deep, once flowed on?Mars?? a find that the mission's chief scientist called exciting.

There have been previous signs that water existed on the red planet long ago, but the images released Thursday showing pebbles rounded off, likely by water, offered the most convincing evidence so far of an ancient streambed.

There was "a vigorous flow on the surface of?Mars," said chief scientist John Grotzinger of the California Institute of Technology. "We're really excited about this."

The discovery did not come as a complete surprise. NASA decided to plunk Curiosity down inside Gale Crater near the Martian equator because photos from space hinted that the spot possessed a watery past. The six-wheeled rover safely landed Aug. 5 after a nail-biting plunge through the Martian atmosphere. It's on a two-year, $2.5 billion mission to study whether the Martian environment could have been favorable for microbial life.

Present day?Mars?is a frozen desert with no hint of water on its radiation-scarred surface, but geological studies of rocks by previous missions suggest the planet was warmer and wetter once upon a time.

The latest evidence came from photos that Curiosity took revealing rounded pebbles and gravel ? a sign that the rocks were transported long distances by water and smoothed out.

The size of the rocks ? ranging from a sand grain to a golf ball ? indicates that they could not have been carried by wind, said mission scientist Rebecca Williams of the Planetary Science Institute in Tucson, Ariz.

Though Curiosity did not use its high-tech instruments to drill into the rocks or analyze their chemical makeup, Grotzinger said scientists were sure that water played a role based on just studying the pictures.

It's unclear how long the water persisted on the surface, but it easily could have lasted "thousands to millions of years," said mission scientist Bill Dietrich of the University of California, Berkeley.

Curiosity chanced upon the dried-up streambed while driving to Glenelg, an intriguing spot where three types of terrain meet. Its ultimate destination is Mount Sharp, a mountain rising from the center of crater floor, but it was not expected to travel there until the end of the year.

Finding past water is a first step toward learning whether the environment could have supported microbes. Scientists generally agree that besides water and an energy source such as the sun, organic carbon is a necessary prerequisite for life.

While an ancient streambed holds promise as a potentially habitable environment, scientists don't think it's a good place to preserve the carbon building blocks of life. That's why the rover will continue its trek to the foothills of Mount Sharp where there's a better chance of finding organics.

Father and son launch toy train into space (VIDEO)

Stanley the toy train floats in space. (YouTube)Ron Fugelseth and his four-year-old son Jayden are enjoying a bit of Internet fame after the duo launched Jayden's toy train, Stanley, into the stratosphere.

Fugelseth said he was inspired to launch his son's prized toy after seeing a similar video using a Lego figure. "I figured if two high school kids can send a Lego man to space, then I, as a grown man, can make Stanley [go] to space," Fugelseth told the Oakland Tribune.

Using a weather balloon and Flip camera, Fugelseth attached the train to the end of a pole. The co-owner and creative director of Oxygen Productions Inc., a California-based motion graphics and film production studio, Fugelseth said his biggest concern was losing the train on its eventual descent to Earth. He entitled the project "A Toy Train in Space."

Watch the full video of Stanley's space adventure:

"My 4 year old and Stanley are inseparable like Calvin and Hobbes. He's been attached to him since he was two, and they play, sleep and do everything together," Fugelseth wrote on his YouTube page, where the video was first posted.

Things didn't look good when Fugelseth lost contact with the train shortly after launch. But he says the GPS tracking signal suddenly resumed about four hours later.

"I thought, 'Oh, it's gone,' he said. "Then it magically started working again."

Stanley was eventually recovered in a corn field about 27 miles from where he was first launched, a process Fugelseth described as being like "deep sea diving." After compiling the launch footage, Fugelseth then put his professional skills to work, adding animation to Stanley's face, making it appear as if the toy train were responding to different visual milestones on its journey.

Fugelseth also has posted an original video documenting Jayden's bond with the toy train.

(AP) ? Torrey Smith showed up at the stadium tired and drained, unsure if he would suit up for the Baltimore Ravens.

No one would have blamed him if he didn't. After all, his younger brother had died in a motorcycle accident less than 24 hours earlier.

Smith opted to play, and the second-year wide receiver caught touchdown passes of 25 and 5 yards to help the Ravens beat the New England Patriots 31-30 Sunday night in a rematch of the AFC title game.

Tevin Jones, 19, died late Saturday night in Virginia. Smith left the team hotel at 1 a.m. Sunday and spent much of the day with his family before heading back to Baltimore.

"I texted my mom when I got to the stadium. That was when I knew I was going to play," Smith said. "She was excited about it. She said, 'He'd want you to play.'"

With his teammates offering him encouragement and prayers, Smith not only played, but contributed heavily. He had six catches for 127 yards to help Baltimore (2-1) win its 12th straight at home.

"I gave him a psalm," teammate Ed Reed said. "God's in control, and God has a bigger plan than ours."

Ray Rice, who ran for 101 yards, praised Smith for his determination and courage.

"He's a stronger man than I am," Rice said. "If I had to face death within hours of playing the game, that would be a tough decision. He's got two families, and he knows we have his back."

Upon arriving at the stadium, the familiar surroundings helped Smith get ready to go.

"When I came here, the more I was grounded. The more comfortable I began to feel," he said. "I'm glad I came back up here. It helped me out a lot."

Coach John Harbaugh said: "If you're around athletics, I guess you feel like it's an escape, an opportunity to do what he does. He's being doing it his whole life; he knows what to do. When Torrey said he wanted to play, the decision was finished. He was going to get the opportunity to play. He deserved that."

A moment of silence was observed before the game for Smith's brother.

"That touched me right there," Smith said. "That the organization would honor my brother, one of my family members who had absolutely nothing to do with this program besides me."

When the teams met in January, the Patriots squeezed out a three-point win at home to advance to the Super Bowl. The stakes weren't nearly as high in this one, yet the game was eerily similar.

In the previous meeting, Billy Cundiff missed a 32-yard field goal in the closing seconds. In the encore, rookie Justin Tucker ? who took the job away from Cundiff in training camp ? drove his 27-yard kick just inside the right upright.

The game-winner followed a pass interference call against Devin McCourty, who was covering Jacoby Jones.

"It's a football game and we can't control that," McCourty said. "If a flag is thrown, that's something we can't worry about."

As the officials were leaving the field, Patriots coach Bill Belichick grabbed one of them by the arm. He didn't pursue as the official continued to run off the field.

"I'm not going to comment on that," Belichick said. "You saw the game. What did we have, 30 penalties called in that game?"

Actually, 24 ? including 14 against the Ravens for 135 yards.

Joe Flacco went 28 for 39 for 382 yards and three touchdowns for the Ravens, who amassed 503 yards in offense.

Tom Brady completed 28 of 41 passes for 335 yards and a score as the Patriots (1-2) fell below .500 for the first time since Week 1 of 2003.

"We didn't move the ball consistently enough to score points, score touchdowns," Brady said.

But Patriots defensive tackle Vince Wilfork said, "We didn't do what we needed to do to help our offense tonight."

New England led 13-0 after the first quarter and 30-21 with 14 minutes left, but couldn't make either lead stand up.

Wes Welker had eight catches for 142 yards and Brandon Lloyd caught nine passes for 108 yards for the Patriots, who fell to 6-1 against the Ravens in the regular season ? 7-2 including the playoffs.

Down 20-14, the Ravens opened the second half with an 80-yard drive that ended with a 7-yard touchdown run by Rice. Brady matched that with an 80-yard march of his own, repeatedly picking on cornerback Cary Williams, before Danny Woodhead scored on a 3-yard run to put New England ahead.

After Stephen Gostkowski kicked his third field goal to make it 30-21, Smith caught a 5-yard touchdown pass with 4:01 left to get the Ravens to 30-28. Flacco went 6 for 7 for 76 yards in the 92-yard drive.

Baltimore executed the game-winning drive in the final 2 minutes.

Brady answered with a touchdown pass of his own, a 7-yarder to Julian Edelman with 2 seconds left to cap an 81-yard, beat-the-clock march.

NOTES: Brady moved into 12th place on the career yardage list, past Hall of Fame quarterback Joe Montana (40,551). ... Flacco's ninth 300-yard passing game passed Vinny Testaverde for most in Ravens history. ... Edelman left with a hand injury. ... Baltimore punted only three times.

Improved Thermoelectrics Could Migrate from Space to Earth

Precision engineering allows thermoelectric material to convert heat into more electricity

NASA's latest rover on Mars depends on a sandwich of semiconducting material that can turn heat into electricity. In the case of Curiosity, the steady radioactive decay of plutonium 238 warms such thermoelectric material and turns roughly 4 percent of that heat into a steady flow of electrons. A similar radioisotope thermoelectric generator (RTG) on the moon's Sea of Tranquility is still working after decades, as are the RTGs in the two Voyager spacecraft launched 35 years ago; such enduring reliability is the main reason NASA employed the inefficient technology. Now researchers have discovered a way to at least double the efficiency of such power generators?suggesting that thermoelectrics might find a home in applications outside of aerospace and back here on Earth.

The most common core of new and old thermoelectrics is a compound called lead telluride. When exposed to heat on only one side?whether it be from a radioactive isotope or another source?it will induce an electric current as long as the temperature differential is maintained. The challenge of improving thermoelectrics has been to keep heat from transferring across the material without also interfering with its ability to conduct electricity.

Chemist Mercouri Kanatzidis of Northwestern University and his colleagues report in Nature on September 20 that by precisely engineering the material from the atomic to the individual grain scale, the thermal conductivity of lead telluride can be impeded without affecting its electrical conductivity. The result is a material that can convert at least 8 percent of the heat into electricity?and could theoretically convert as much as 20 percent. (Scientific American is part of Nature Publishing Group.)

The researchers first melted the lead telluride and then froze it, creating nanoscale crystalline structures out of the atoms. These precisely oriented nanostructures scatter the medium wavelength vibrations, or phonons, that carry heat while allowing electrons to pass unobstructed.

But longer wavelength phonons continue to pass through as well, because their wavelengths are longer than the size of the nanostructures. So Kanatzidis and his colleagues went further, grinding the nanostructured material into powder. The powder was then subjected to spark plasma sintering?squeezing the powder while also passing "a very large amount of [electrical] current," in the words of Kanatzidis, through it briefly?to consolidate the grains into a larger block. Because the sintering occurs so quickly, the material does not melt but does compact, making it hard enough to be cut and manufactured into the core of a thermoelectric device. And these grains then effectively block the longer wavelength heat while still allowing electricity to flow.

This combination of what Kanatzidis calls "panoscopic" processes results in a lead telluride material that is more than twice as efficient at converting heat into electricity at high temperatures. "It's pretty significant and it makes the whole thing smaller," Kanatzidis notes.

On the political scale, Swedish journalists can be placed to the left of the Swedish public and their elected politicians. And the distance between the two sides has increased significantly in recent decades, although this is more due to the public and politicians having moved to the right than to journalists having moved to the left. These are the results of a study conducted at the University of Gothenburg, Sweden.

'The transition of journalists farther and farther to the left on the political scale stagnated in the mid-1990s,' says Professor Kent Asp, who headed the study.

The research findings, which are based on questionnaires completed by journalists, the public and members of the Swedish Parliament, are presented in the book titled Svenska journalister 1989-2011.

Compared to the public, journalists generally have much less confidence in banks and the Swedish Royal Court, and journalists in the public service sector are more leftist than their counterparts in commercial radio and television and the daily press. And, as expected, culture journalists and journalists born in the 1940s also tend to be more leftist than their colleagues.

Again compared to the public, journalists are twice as likely to work overtime, and they eat out three times as often. In addition, two-thirds of them use social media on a daily basis. The professional ideals of scrutiny and objectivity are deeply rooted.

The book presents a great deal of results concerning journalists' opinions and values and how they view themselves and their work. The journalists' responses have one interesting thing in common, says Kent Asp.

'Journalists perceive that their readers, listeners and viewers are gaining more and more power. The journalists are also becoming more and more positive to tailoring their work to suit their audiences.'

###

Svenska journalister 1989-2011 is a book project that has involved a large number of researchers at the Department of Journalism, Media and Communication (JMG), with an aim to shed light on Swedish journalists in a broad perspective (the 2011 survey is the sixth conducted since 1989). The field work ended in February 2012. The analysis is as broad as in Den svenska journalistkren from 2007, yet the book has fewer pages. The book has 15 chapters and can be downloaded at no charge at www.jmg.gu.se.

Nokia Is Finnished: Windows 8 Is No Savior

Disclosure: I am long AAPL. I wrote this article myself, and it expresses my own opinions. I am not receiving compensation for it (other than from Seeking Alpha). I have no business relationship with any company whose stock is mentioned in this article. (More...)

On April 21, 2011, Microsoft (MSFT) executives effectively boarded a plane for Finland and deposited briefcases lined with well-manicured bills at Nokia (NOK) headquarters. Microsoft and Nokia are now one year along a five-year / $1 billion agreement for these two firms to integrate software and hardware technologies together within the smartphone market. In the late nineties, Microsoft was the target of anti-trust hysteria, while Nokia dominated the cellular phone market. As a sign of the times, this prospective deal would have been promptly dismissed by the Department of Justice and unceremoniously heckled by the financial press.

Today, the Microsoft - Nokia partnership is yet another marriage between a staid corporate behemoth and a fading star long past its prime. Within the smartphone space, both of these businesses are laggards that must battle against the entrenched Google (GOOG) Android - Apple (AAPL) iOS duopoly for share. To compete, Microsoft and Nokia are banking on the success of Windows 8. For Nokia, anything less than a blockbuster Windows 8 would lead to bankruptcy. For Microsoft, a tepid Windows 8 release would simply be business as usual. Over the past decade, Microsoft shareholders have grown all too accustomed to this stock that merely tracks the S&P 500 and makes regular dividend payments.

Windows 8 is no savior.

The Smartphone Market

Apple effectively framed the terms and conditions of the consumer electronics market with its "I'm a Mac - I'm a PC" campaign that aired between 2006 and 2009. In these series of advertisements, Apple personifies itself as a chic, yet eager to please and functional hipster. Alternatively, Microsoft is the nuts and bolts company man in a tweed suit who can't get out of his own way. Amid this campaign, Apple launched its revolutionary iPhone onto the market in 2007. According to the financials, the iPhone is Apple's most important link within its closed and horizontally integrated suite of products. This ecosystem includes Apple's iMac, iPod, iTunes, iPhone, and iPad platforms.

For Q3 2012, Apple reports sales of 26 million iPhone units. Apple's iPhone sales accounted for roughly half, or $16.2 billion of the corporation's $35 billion total net sales during this latest quarterly period ended June 30, 2012. These figures calculate out to represent more than 20% growth in iPhone sales above the year-over-year quarter. Apple's smarthpone windfall is further evidence of its leverage above a duopoly that leaves Microsoft and Nokia shut out as marginal players.

Research firm comScore data indicate that the Google Android and Apple iOS operating systems garner 52% and 33% of the smartphone market, respectively. At the bottom of the heap, Research in Motion (RIMM), Nokia Symbian, and Microsoft Windows operating systems are left to claw over the remaining 15% of the smartphone market. At the end of this past second calendar quarter, Microsoft and Nokia operating systems combined for a meager 4% of all smartphone subscriptions.

Unfortunately for Nokia, Microsoft has already thrown this partnership under the bus. The Wall Street Journal reports that Microsoft refuses to offer Windows 8 upgrades on Lumia 900 phones already in circulation. Concurrently, Redmond also agrees to package its Windows software within Chinese Huawei Technologies handsets. Microsoft's double-dealing moves arrive in response to Lumia 900 sales that Stephen Elop, Nokia CEO, describes as "mixed." In other words, the Lumia 900 was a flop, after April's pomp of pageantry that included a Nicki Minaj concert at Times Square alongside the complimentary remarks of guru Steve Wozniak that lit up the blogosphere.

Meanwhile, Samsung is moving in on Nokia's left flank. Last month, Samsung beat Nokia to the punch and unveiled its ATIV S Windows 8 smartphone at the IFA trade show in Berlin. This phone is notable for its brushed aluminum finish, which is an aesthetic upgrade above Samsung's standard plastic look. Samsung executives, of course, will be forced to aggressively hawk these new Windows 8 phones in the aftermath of Apple's landmark U.S. District Court lawsuit. On August 24, a California jury ordered Samsung to pay $1.05 billion in damages to Apple for patent infringement. Although Samsung is expected to appeal its guilty verdict, many of this company's older phones are now effectively banned from the U.S. market.

These recent series of events have formed the perfectly imperfect storm for Nokia's demise.

Nokia Lumia 920 Windows 8 Phone Specifications

In reaction to Samsung's Berlin showing, reactionary Nokia is now hurriedly tripping over its own corporate feet to introduce its own Windows 8 to the marketplace. Nokia promotes a Lumia 920 phone that is "designed to wow" with multiple offerings across the color spectrum. Weighing in at 185 grams, Nokia's 920 is 10.7 millimeters wide and stands 5.1 inches tall by 2.8 inches wide. Nokia's 4.5-inch high definition screen is capable of displaying 16.7 million colors at 1280 x 768 pixel resolution. The Lumia 920 can also convert into two separate 1280 x 960 pixel cameras.

The Nokia Lumia 920 features 32GB worth of storage capacity and shares the same Qualcomm Snapdragon dual core 1.5 GHz processor as the Samsung ATIV S. In exchange for locking customers into the terms and conditions of a two-year contract, AT&T is likely to eat roughly $300 in subsidies to offer the 920 phone for $99. Unfortunately for the Nokia, the Lumia will compete alongside the technically similar Samsung ATIV S handset for shelf space at this introductory price point.

Wall Street is not impressed. On September 5, Nokia shares immediately lost 15% in value during a demonstration event for the Lumia 920.

The Bottom Line

The long-term trickle down to Nokia's bottom line, of course, is heavily reliant upon the ultimate acceptance of Windows 8 within the technological sphere. Set for an October 26 release, Dan Costa and PC Magazine, claim that Microsoft is taking a "huge gamble" that it can merge traditional desktop computer, laptop, tablet, and smartphone interfaces together beneath one universal Windows 8 operating system. For example, users can toggle through touch screen commands on personal computers, before picking up a Nokia Windows 8 smartphone and arranging tile icons that open up Word and Excel documents.

On this front, Nokia will again find itself stymied by Apple. Within the commoditized PC market, Microsoft Windows 8 will simply help usher in replacements for older desktops and laptops. In the hyper-growth tablet market, the Microsoft Surface will open the game playing from behind an Apple Corporation that shipped 17 million iPads last quarter. Apple's iPad sales unit count is an 84% improvement over the year-over-year period. Microsoft shareholders, of course, are largely content with a utility enterprise known for minimal profit growth, non-existent capital appreciation relative to the S&P 500, and regular dividend payments.

Microsoft is a beta stock and its Windows 8 launch will not be confused with revolution.

At $2.50, Nokia now trades like a volatile call option. Earlier this year in May, Google closed a $12.5 billion deal for Motorola. According to CNN Money, Google largely coveted Motorola's patent portfolio to defense its own Android platform against litigation. This deal may serve as evidence that Nokia is in no position to sell off intellectual capital for a solid infusion of cash to finance operations as a viable concern.

For Nokia's second quarter ended July 19, this company closed out its books with $286 million in losses. These losses follow Nokia's $1.3 billion Q1 2012 loss and a sharp 39% decline in year-over-year smartphone sales. Over the past year, Nokia has effectively generated zero in operational cash flow, while still paying out nearly $1 billion in cash dividends. Eliminating the dividend and issuing pink slips to thousands of workers will only buy time until Nokia's inevitable bankruptcy.

Nokia is fighting for its corporate life with a mere $10.9 billion in cash to cover $6.6 billion in interest bearing liabilities on the balance sheet. Investors who are in the Nokia market for a Detroit style turnaround and Ford story stock built upon cheap government loans will be severely disappointed. Business Tech reports that the Finnish government refuses to bailout beleaguered Nokia, which was once a national treasure.

According to Finland Prime Minister Jyrki Katainen, "this is not our business."

Hubble Telescope Sees Two Galaxies in Cosmic Dance

A stunning new photo from the Hubble Space Telescope has captured the perfect galactic portrait: two galaxies that are so different from one another, yet together represent most known galaxies in our universe.

The new Hubble picture shows the elliptical galaxy Messier 60, and the spiral NGC 4647. Together, the pair is known as Arp 116.

These two types of galaxies (spiral and elliptical) are thought to include most of the galaxies found in the cosmos. Our Milky Way galaxy, for example, is a spiral, as is our nearest neighbor Andromeda. Spiral galaxies contain more young, hot stars that shine in bright blue light, delineating their swirling spiral arms.

Ellipticals, meanwhile, appear more uniform, like glowing orbs. They are generally older, filled with aging stars that are cooler and redder.?

In the new photo, Messier 60 glows in golden light, while the smaller NGC 4647 swirls to the side in purple. The image combines visible and infrared light collected by Hubble's Advanced Camera for Surveys and Wide Field and Planetary Camera 2.

Scientists are trying to figure out of the two galaxies are close enough to be interacting. Within a certain range, the galaxies' mutual gravitational attraction will disrupt gas clouds in each, causing them to collapse and stimulating a burst of new star formation.

So far, researchers have not seen strong indications of star formation in these galaxies, but the new Hubble photo shows new details that suggest some gravitational interaction between them.

"Regardless of whether they are actually close enough to be interacting, however, the two galaxies are certainly near neighbors," Hubble scientists wrote in a statement. "This means we see the two galaxies at the same scale, making Hubble?s family portrait a textbook example of how giant elliptical galaxies differ in size, structure and color from their smaller spiral brethren."

The Hubble Space Telescope launched in 1990, and after five space shuttle servicing missions, it is still going strong. The telescope is managed by NASA and the European Space Agency.

BP executives sought to blame "blue collar rig workers": U.S.

WASHINGTON (Reuters) - BP executives wanted to concentrate blame for the Deepwater Horizon oil spill disaster on "blue collar rig workers" in order to save themselves, U.S. government lawyers wrote in a court document that until Thursday was partially redacted.

According to the newly public and complete version of the court document, Justice Department lawyers are taking an even harsher tone against BP Plc for the 2010 oil spill than previously thought, invoking the language of class conflict.

The August 31 document from the Justice Department was already notable for its strong wording about what the government considers gross negligence on the part of the London-based oil giant and its management.

BP denies it was grossly negligent in the Gulf of Mexico oil spill, which was the largest in U.S. history, and the resolution of that point will help determine how much the company will owe the government in pollution damages.

In a statement on Thursday, BP disputed the latest criticism of its executives. "BP believes it was not grossly negligent and looks forward to presenting evidence on this issue at trial in January," the company said.

The document shows the Justice Department is preparing for a bruising court fight that is headed for trial in January 2013, unless the sides reach an agreement before then. They have not commented on settlement talks.

Justice Department lawyers blacked out two sentences before they filed the document in federal court in New Orleans. They cited a confidentiality claim by BP.

U.S. District Judge Carl Barbier on Thursday ordered the full document released, saying BP had withdrawn its confidentiality claim.

'LIMITED' INVESTIGATION

The sentences appear in a section of the 39-page brief in which Justice Department lawyers attack BP's internal investigation of the oil spill.

Government lawyers charge that the internal inquiry, run by BP executive Mark Bly, ignored embarrassing emails from drilling supervisors that preceded the explosion on the Deepwater Horizon oil rig that killed 11 people.

"Bly and BP's management in London purposefully limited the investigation by excluding any of the systemic management failures that led to the disaster," the lawyers wrote.

They continued: "This was a decision designed to ensure that the public and legal lines of accountability would be focused exclusively on blue collar rig workers and other contractor/defendants - but at all cost, not upon BP management and the inexplicable behaviors that coursed through the pages" of the internal BP emails.

BP's statement on Thursday stood by its own inquiry.

"All official investigation reports have been consistent with the core conclusion of the Bly report: that the accident was the result of multiple causes involving multiple parties," the company said.

One individual, former BP engineer Kurt Mix, has been criminally charged in connection with the oil spill. Mix has pleaded not guilty to charges of destroying evidence about the amount of oil released from BP's Macondo well. A trial is set for February 2013.

A U.S. Justice Department spokesman had no comment.

British leader Cameron to shake up his UK gov't

LONDON (AP) ? British Prime Minister David Cameron is making the first radical overhaul of his Cabinet since taking office in 2010, amid a stalled economy and after a series of humbling policy reversals.

Cameron and Deputy Prime Minister Nick Clegg, whose Conservative and Liberal Democrat parties formed a coalition government in May 2010, are expected to announce a new team on Tuesday that includes several younger legislators.

Promotions are expected for lawmakers who are skeptical about ties with Europe and prepared to back additional cuts to welfare payments. The changes may also see the coalition government scrap its opposition to expanding London's Heathrow airport.

WHY DOES CAMERON'S GOVERNMENT NEED A SHAKE UP?

Britain's economy has slipped back into recession for the first time since 2009 ? with some analysts suggesting the government's plan to seek 81 billion pounds ($130 billion) in public spending cuts is choking off the prospects for growth.

A disastrous annual budget in March led to a series of policy reversals, denting the government's credibility. Treasury chief George Osborne had to ditch a planned 20 percent tax on hot snacks ? which came to be known as the pasty tax ? amid a public revolt over targeting food favored by the poor.

Last month, Cameron abandoned a pledge to transform Britain's unelected House of Lords into a mainly elected 462-seat chamber by 2025 due to fierce opposition from members of his own Conservative party. The 700-year-old body currently has about 775 working members, a mix of political appointees, peers who inherited a place and a few religious officials.

THE BIG DECISION

Cameron must decide whether to ditch Treasury chief Osborne, a friend who is his closest political ally. Osborne has taken the heat for the bungled budget and for the government's failure to lift the gloomy economic outlook. He has already warned that Britain will likely need two more additional years of government austerity policies after the 2015 national election ? a prospect that will dent the chances of a Conservative victory.

WHO FEARS THE AX?

Justice Secretary Ken Clarke, who joined Parliament in 1970, could be asked to step aside. The 70-year-old has angered some Conservative colleagues over his enthusiasm for European ties and recently ran into trouble when he suggested that some rapes were more serious than others.

The 41-year-old Sayeeda Warsi, the first female Muslim to serve in a British Cabinet, may lose her post as Conservative Party chairman and a roving Cabinet minister.

Despite his success in handling the London Olympics, Culture Secretary Jeremy Hunt, 45, could be shifted after criticism over his close ties to James Murdoch, media mogul Rupert Murdoch's son.

Transport Secretary Justine Greening, 43, may be moved if Cameron plans to reverse his policy and allow a third runway to be built at London's beleaguered Heathrow Airport.

WHO ARE TIPPED TO RISE?

Housing minister Grant Shapps, 43, is a confident speaker tipped for promotion, while Maria Miller, the 48-year-old minister for disabled people, is expected to get a new high-profile job.

New lawmaker Claire Perry, 48, could win a government post after her successful campaign aimed at restricting access to Internet pornography.

Jo Swinson, a 32-year-old Liberal Democrat who campaigned against the use of airbrushed or unrealistic images of women in the advertising industry is also expected to be promoted.

WHO MIGHT BE MAKING A COMEBACK?

Liberal Democrat David Laws may return to the Cabinet. Laws, 46, stepped down as chief Treasury secretary ? the second ranking minister in the Treasury ? in 2010 after he admitted that he had claimed taxpayers' money to pay rent to his long-term partner, which is banned under Parliamentary rules.
