Gaming firms 888, Caesars extend licensing deal to U.S. (Reuters)

(Reuters) ? 888 Holdings Plc said a unit of private equity-owned Caesars Entertainment Corp extended its UK software licensing agreement with the British online gaming company to the United States.

888 said the agreement would see its arm, Dragonfish, power a selection of private poker brands of Caesars, one of the largest casino operators in the United States and owner of the famed Caesars Palace, once online gaming is permitted under the new regulatory regime.

"Utilising 888's state of the art poker platform, the agreement will allow the launch of a real money offering immediately as either Federal or state based regulation is finalized and upon licensing by gaming authorities," 888 said in a statement on Tuesday.

As U.S. states scramble for tax revenue, the potential for legalizing online poker has led casino and gaming companies MGM Resorts International and Boyd Gaming to unveil a plan to partner with online poker company Bwin.party Digital Entertainment.

Last month, 888 had said it expected core profit for 2011 to be significantly above market expectations, aided by strength in its casino and poker businesses.

888 shares, which have risen 41 percent in the last three months, closed at 47 pence on Monday on the London Stock Exchange, valuing the company at about 165 million pounds.

Iran says oil could reach $120 to $150 per barrel (AP)

TEHRAN, Iran ? The head of Iran's state oil company said Sunday that the price of crude will reach $120 to $150 per barrel, as officials in Tehran prepare to discuss a ban on crude sales to European Union countries in retaliation for an EU embargo.

Head of the National Iranian Oil Company Ahmad Qalehbani also said that Tehran would expand its capacity to refine crude domestically, instead of selling it on international markets.

The EU announced an embargo on Iranian oil last week to pressure Tehran on its controversial nuclear program.

The embargo is set to go into effect in the summer, but Iran says that it may cut the flow of crude to Europe early.

Iran says the EU accounts for only 18 percent of its output and that it can find new customers. It says the embargo will hurt the West more than Iran, in part by causing a spike in prices.

"It seems we will witness prices from $120 to $150 in the future," Qalehbani was quoted as saying by IRNA. He did not give a time frame for the prediction, nor any other details.

The price of benchmark U.S. crude on Friday was around $99.56 per barrel.

Qalehbani also said that Iran could find other customers for its crude in the short term, while in the longer term expanding its refining capacity to turn the crude into other petroleum products.

"The sale of some 18 percent of Iranian oil, to a market other than the EU, is quite possible. But our long term idea is to increase refining capacities to produce valuable products," he said.

Qalehbani's statement came as Iranian oil officials prepare to debate a ban on crude sales to European Union countries.

Many Iranian lawmakers and officials have called for an immediate ban on oil exports to the European bloc before the EU's ban fully goes into effect in July. They say this will hurt Europe before it can find alternative suppliers.

It also coincided with a visit by a U.N. nuclear team expected to focus on Iran's alleged attempt to develop nuclear weapons.

The United States and its allies argue that Iran is trying to develop nuclear weapons technology, while Tehran says the program is for purely peaceful purposes.

With some 3.5 million barrels of crude production, Iran is the second largest OPEC producer.

Some 80 percent of the country's foreign revenue comes from exporting around 2.2 million barrels of oil per day.

Leadership scramble: GOP rivals vie for title (AP)

WASHINGTON ? The Republican presidential contenders are making a pitch to voters that sounds a lot like a children's game: Follow the leader.

When Mitt Romney and Newt Gingrich aren't puffing up their own leadership credentials, they're running down the leadership skills of one another and President Barack Obama.

If anyone missed Monday's conference call from the Romney campaign about Gingrich's record as a "failed leader," not to worry. They could have tuned in to Tuesday's conference call. Or Wednesday's. Or Thursday's. Or checked out the "unreliable leader" banner splashed across a Romney news release that labeled Gingrich "unhinged." Romney's political biography, meanwhile, is all about his leadership as a businessman, Massachusetts governor and savior of the 2002 Olympic Games.

It's hard to miss Gingrich's frequent broadsides at Romney, meanwhile, for failing to provide consistent, visionary leadership. Or the former House speaker's pronouncements that he, by contrast, offers "exactly the kind of bold, tough leader the American people want." Or Gingrich's muscular descriptions of all that was accomplished in his four years as speaker in the 1990s.

Former Pennsylvania Sen. Rick Santorum, lagging them in the polls, keeps trying to muscle his way into the leader palooza by offering himself as the steady bet who can be counted on to offer more reliable conservative leadership than "erratic" Gingrich or "moderate" Romney.

In a race where all the candidates are trying to out-conservative one another, stressing leadership credentials gives the GOP rivals a way to try to distinguish themselves. And in a year when Obama's own leadership skills are seen as one of his weakest qualities, it gives the Republicans another arrow in their quiver as they argue over who would be most electable in a matchup with Obama come November.

Leadership is always a part of the equation in presidential elections. In 2008, for example, the candidates all were abuzz with claims that they offered "transformational" leadership. Obama announced he was running by declaring, "I want to transform this country."

This year, leadership is getting an extra dose of attention, perhaps because of statistics such as this: The share of Americans who view Obama as a strong leader slipped from 77 percent at the start of his presidency to 52 percent in a Pew Research Center poll released this month. And among Republicans, only about a fourth of those surveyed in the most recent poll viewed Obama as a strong leader, compared with 80 percent of Democrats.

At a campaign debate last week in Tampa, Fla., Gingrich and Romney both turned a question about electability into an answer about the L-word.

"This is going to come down a question of leadership," Romney said. Then the former Massachusetts governor recited his track record as a leader in business and government and took a dig at Gingrich for having to "resign in disgrace" when he was speaker in the 1990s.

Gingrich, answering the same question, aligned himself with the leadership record of conservative hero Ronald Reagan and offered himself as someone "prepared to be controversial when necessary" to bring about great change.

The answers offer a window into how differently the two candidates define leadership ? Romney more as a manager with business school credentials, Gingrich more as a big-thinking visionary.

The leadership argument is a particularly potent campaign weapon for Romney because a number of Republicans who served in Congress with Gingrich have been happy to describe his shortcomings in running the House.

"If you were somebody trying to serve with him, you were always sort of left standing with your hands empty in terms of moving forward with an actual plan or putting a plan to paper," Rep. Mary Bono Mack, R-Calif., said of Gingrich on a Romney campaign conference call on Thursday. "So for me, it's an example that he's just not an effective leader. I think Mitt has the temperament and the ability to lead."

Gingrich, who resigned after a spate of ethics problems and a poor showing for House Republicans in the 1998 elections, managed to turn even his resignation as speaker into evidence that he's a strong leader.

"I took responsibility for the fact that our results weren't as good as they should be," he said in the Tampa debate. "I think that's what a leader should do."

As for the turbulence of his tenure as speaker, Gingrich casts that, too, as evidence of his bold leadership.

"Look, I wish everybody had loved me, but I'd rather be effective representing the American people than be popular inside Washington," he said earlier in the campaign.

Stephen Wayne, a presidential scholar at Georgetown University, said the harsh judgment of Obama's presidential leadership by Republicans and even some Democrats in part is due to the high hopes that he raised during the 2008 campaign. Obama the president has been measured against the words of Obama the candidate ever since.

Now that it's campaign season again, says Wayne, "he's not competing against his own image, he's competing against a real life person that has frailties. ... In a sense, that lowers the bar for Obama."

"War" reduced to PG-13 after Fox trims sexual content (Reuters)

LOS ANGELES, Jan 27 (TheWrap.com) ? When "This Means War" hits theaters on Valentine's Day, the Reese Witherspoon action comedy will arrive with a PG-13 rating, TheWrap has confirmed.

Fox, the studio behind the McG film, has trimmed sexual content in the film, and in return the Motion Picture Association of America has removed the R-rating, a spokeswoman for the ratings board said.

In addition to Witherspoon, "This Means War" stars Tom Hardy and Chris Pine. It centers on two CIA agents who compete for the same woman.

Fox lost its appeal on Thursday of the MPAA's rating.

After hearing statements from Ted Gagliano, president of feature post production for Twentieth Century Fox and from Joan Graves, who chairs the Classification and Rating Administration, the board upheld the R rating due to sexual content.

"This Means War" will now apparently arrive in theaters with a little less steam heat -- or at least with the sensuality and sex jokes dialed down a notch or two.

For an appeal to be successful, two-thirds of the board must vote that the rating is "clearly erroneous."

The board reviews between 800 and 900 movies each year. Usually, fewer than 12 are appealed.

WEST PALM BEACH, Fla. (AP) ? Mitt Romney's ties to the Northeast gave him a boost on the way to winning the New Hampshire primary. Newt Gingrich's roots in the South probably had at least a little to do with his South Carolina triumph.

Neither presidential candidate is expected to benefit from such geographic ties in next week's Republican primary in Florida, a diverse state suffering through a world of economic hurt.

"Geography will not play any role in my decision," said Rich Cole, sounding like many voters across the state.

Cole, 68, lives in Florida's largest retirement community, The Villages, and hails from Pennsylvania, which candidate Rick Santorum represented in the Senate. Cole said he likes Santorum but plans to back Romney, for whom he voted four years ago. He thinks Romney gives Republicans the best chance of beating President Barack Obama in November.

A self-described "God-fearing conservative," Larry Dos Santos, of Venice, was leaning toward backing Gingrich. Dos Santos, a 65-year-old retiree from New York who lived nearly all his life on Long Island, noted that the former House speaker has some qualities that remind him of home.

"Telling it like it is is definitely like a New Yorker," he said of the former Georgia congressman. "Nobody pulls punches in New York."

While a candidate's roots may earn them kinship in Florida, hometown ties are unlikely to earn them a vote in a year when many Republicans here tell pollsters that electability and the economy are the two factors that rank above all else as they decide who to support in Tuesday's primary.

Geography seemed to make a difference in previous contests this year.

Romney, the former governor of neighboring Massachusetts, led comfortably in polls ahead of the New Hampshire primary and played up his New England ties often. He won by roughly 17 percentage points. In South Carolina, Gingrich spent more than a week emphasizing his Southern ties even though he had spent the better part of a decade living near Washington. Gingrich ended up winning the state by about 12 percentage points.

But Florida is different, and in no way homogeneous.

Although it is home to the southern-most tip of the U.S., Florida's overall culture is hardly Southern. It's filled with transplants from the Northeast and Midwest who settled along the Gold and Gulf coasts, as well as so-called snowbirds who spend part of the year here only to keep their voter registrations in other states.

Florida's southern region has huge Hispanic and Caribbean influences. The northwestern Panhandle has some communities that strongly identify with parts of the Deep South. Add in the huge, transient military presence around Jacksonville and elsewhere, and just about everybody can call themselves a Floridian.

All things being equal, Romney might be able to count on benefiting from the support of New Yorkers, who constitute one of the largest populations of non-native Floridians now living in the state, and other New Englanders. And Gingrich could seemingly count on the support of those in the conservative Panhandle, which borders Georgia.

"In a different kind of year, geographical roots could have an impact in Florida, but not this year," said Jennifer Donahue, a public policy fellow at Gettysburg College in Pennsylvania. "Florida has been hit so hard by the housing crisis that perhaps the only thing that will help a candidate reach voters is by articulating a vision that will help Florida's economy."

There's no guarantee that candidates can count on geographic ties. Former New York Mayor Rudy Giuliani hoped the love of transplanted New Yorkers would carry him to victory here four years ago. He ended up falling flat.

This year, Sean Foreman, a political science professor at Barry University in Miami Shores, said ideology trumps regional appeal.

"The moderate versus conservative battle is more important than where someone cut their political teeth," he said.

John Bowker, an 81-year-old retiree in Sun City Center, was born in Vermont and lived most of his life in New Jersey. He said he wanted to watch Thursday's debate and read the Sunday papers before making up his mind, but had ruled out at least one criterion: "Geography? That has not played a role in my thinking."

"I'm listening to what they are saying and how they are saying it," Bowker said.

Still, having a state in common with a candidate doesn't hurt.

Ellen Hoffman, a 73-year-old retired teacher living in The Villages, hails from Michigan, where Romney grew up.

"The Michigan connection first drew me to him," Hoffman said. But that wasn't enough, she said. His positions and electability are what made up her mind.

Fox loses rating appeal on "This Means War" (Reuters)

LOS ANGELES, Jan 26 (TheWrap.com) ? "This Means War," Fox's comedy-action film starring Reese Witherspoon and Tom Hardy, will keep its R rating, the MPAA's appeals board ruled Thursday.

Fox had asked the Motion Picture Association of America's Classification and Rating Appeals Board to give McG's movie a less-restrictive rating.

After hearing statements from Ted Gagliano, president of feature post production for Twentieth Century Fox and from Joan Graves, who chairs the Classification and Rating Administration, the board upheld the R.

The board ruled that the movie has "some sexual content" -- enough to give it an R.

For an appeal to be successful, two-thirds of the board must vote that the rating is "clearly erroneous."

The board reviews between 800 and 900 movies each year. Usually, fewer than 12 are appealed.

Fox did not immediately return a call and email seeking comment.

"This Means War" is about two CIA operatives who become enemies when they find out they're both dating the same woman.

The movie is set for a February 14 release.

Obama pays tribute to Giffords (AP)

CHANDLER, Ariz. ? President Barack Obama is paying tribute to Arizona Rep. Gabrielle Giffords, who resigned from the House Wednesday more than a year after she suffered a gunshot wound to the head by a would-be assassin.

Obama says at a speech at a new Intel chip manufacturing facility that he was happy to see Giffords during Tuesday's State of the Union address. The president says he was "able to give her a big hug" and tell her he was happy to see her.

The president says Giffords "just looked gorgeous last night." He says the outgoing congresswoman "loves this state and she loves all of you."

The congresswoman formally resigned after a series of tributes from her colleagues in Congress. She is stepping down to focus on her recovery.

Zynga doesn't have the best name around the block, to put it mildly. Various folks across the video game spectrum were quite delighted by news of their recently introduced stock's failure to light Wall Street on fire. Equally satisfying has been reports that their users have stopped playing their offerings in droves.

Much of the animosity stems from the fact that their games are accused of being unoriginal and derivative. Proof can be found in Zynga's latest iOS release "Dream Heights," which strikes a very close resemblance to "Tiny Tower" by NimbleBits, for the same platform. It was actually Apple's pick for best iPhone game of 2011.

This copycatting did not go unnoticed by the makers of the original game, who have voiced their two cents via Twitter. Perhaps the most compelling opinion was shared by David Marsh, one of the co-founders of NimbleBits. He states: "Even when you refuse to go work for Zynga, sometimes you end up doing work for Zynga anyway."

But it is his partner and brother Ian Marsh?who has gotten most of the attention, with side-by-side comparisons in a very tongue in cheek letter addressed to Zynga:

The open letter was first highlighted by the iOS-focused gaming blog?Touch Arcade, whichd?also reiterate the very hands-off approach Apple has when it comes blatant clones and other forms of copyright infringement in their App Store. But given how high profile the parties involved are, and especially since Apple itself also anointed "Tiny Tower" with high praise, perhaps Cupertino may be more proactive.

"Dream Heights" is currently available in the Canadian App Store. No word yet on when it'll appear in the U.S. variant, if ever.

Oscar prospects span the century as noms near (AP)

BEVERLY HILLS, Calif. ? Prospective Academy Awards nominees have pretty much every decade of the last century covered, from the World War I epic "War Horse" through modern times with the family drama "The Descendants."

In between at Tuesday morning's nominations are such contenders as the 1920s and `30s tales "The Artist" and "Hugo," the 1950s movie-making story "My Week with Marilyn," the 1960s Deep South drama "The Help," the 1970s Cold War thriller "Tinker Tailor Soldier Spy" and the Margaret Thatcher chronicle "The Iron Lady," spanning decades from her youth in World War II through her 1980s and `90s career as Britain's prime minister.

The Oscar nominations will be announced by Jennifer Lawrence at a 10-minute, predawn ceremony at the headquarters of the Academy of Motion Picture Arts and Sciences.

The best-picture prize on Oscar night could become a tussle between the top films at the Golden Globes: best drama recipient "The Descendants," starring George Clooney as a Hawaii father trying to keep his family together after a boating accident puts his wife in a coma; and best musical or comedy winner "The Artist," with Jean Dujardin as a silent-movie star whose career crumbles as talking pictures take over.

Clooney and Dujardin, who won the lead-actor Globes in their respective categories, are likely best-actor nominees at the Oscars.

Another performer with strong prospects is Globe dramatic actress winner Meryl Streep as Thatcher in "The Iron Lady." Two-time Oscar winner Streep would pad her record as the most-nominated actress, raising her total to 17 nominations, five more than Katharine Hepburn and Jack Nicholson, who are tied for second-place.

Also in the running: Viola Davis and Octavia Spencer as Mississippi maids in "The Help"; Michelle Williams as Marilyn Monroe and Kenneth Branagh as Laurence Olivier in "My Week with Marilyn"; Leonardo DiCaprio as FBI boss J. Edgar Hoover in "J. Edgar"; Glenn Close as a woman masquerading as a male butler in "Albert Nobbs"; Brad Pitt as Oakland A's general manager Billy Beane in "Moneyball"; and Michael Fassbender as a sex addict in "Shame."

Winners of the 84th annual Oscars will be announced at a Feb. 26 ceremony aired live on ABC from Hollywood's Kodak Theatre, with Billy Crystal returning as host for the first time in eight years.

The most-beloved Oscar host of the last two decades, Crystal agreed to lead the show for the ninth time after Eddie Murphy bowed out in support of his pal, filmmaker Brett Ratner, who quit as Oscar producer amid the uproar over a gay slur he uttered in front of an audience at a screening of his and Murphy's comedy "Tower Heist."

Crystal's return could bump up the TV ratings for the show, which have been on a general decline over the last couple of decades.

What usually results in big TV ratings, though, is a blockbuster such as eventual Oscar champs "Titanic" or "The Lord of the Rings: The Return of the King" in the thick of the best-picture contest. More fans tune in because they have a stake in the outcome.

But there are no colossal films such as that in the mix this time. "The Help" and best-picture longshot "Bridesmaids" are solid hits, both taking in about $170 million domestically, while "The Girl with the Dragon Tattoo" is closing on the $100 million mark. So far, other best-picture prospects are well under that level, ranging from $75 million for "Moneyball" to $12 million for "The Artist."

More surprises than snubs in open Oscar field (AP)

In a refreshingly open Oscar field, the surprises outweighed the snubs among the varied nominees announced Tuesday.

The favorites ? "The Artist," "Hugo," "The Descendants" ? all came away with their predicted boatloads, but a pleasant quirkiness followed with several out-of-left-field nods and a handful of unlikely curiosities.

One thing is clear: The year's movies were less song and more dance. Only two nominees were deemed worthy for best song ("Man or Muppet" from "The Muppets" and "Real in Rio" from "Rio"). The silence of the toe-tapping "The Artist," you could say, was pervasive.

A look at those that sneaked into the Academy Awards and the ones that narrowly missed:

UNBROADCAST NEWS: Throughout awards season, Albert Brooks has been hailed for his against-type performance as a violent gangster in the neo-noir thriller "Drive." But Brooks ? like so many comedic brethren before him ? was left out from a competitive best-supporting actor category that also omitted Ben Kingsley for "Hugo." Brooks tweeted, "I got ROBBED. I don't mean the Oscars, I mean literally. My pants and shoes have been stolen." He added, "And to the Academy: `You don't like me. You really don't like me.'"

KEEP YOUR CLOTHES ON: The best actor nomination for Demian Bichir of the immigration drama "A Better Life" was a shocker. He, along with Gary Oldman ("Tinker Tailor Soldier Spy"), landed a nomination over some favored heavyweights in Leonardo DiCaprio (with prosthetics in "J. Edgar") and Michael Fassbender (without prosthetics in "Shame"). Also on the outside was Michael Shannon, whose paranoid performance in "Take Shelter" may prove more memorable than some of those that were nominated.

MAKING NOISE: The academy tweaked its best picture category this year, requiring winning nominees to receive a certain percentage of votes for inclusion. Anywhere between five and 10 films could have been nominated, and in the end it was nine. The final spot ? which was dramatically revealed last on Tuesday's broadcast ? went to "Extremely Loud and Incredibly Close," the 9/11-themed drama about grief and growing up. Few of the year's films have been more polarizing, with most critics lambasting it for being over-the-top sentimental kitsch.

TATTOOED: And then we have the curious case of "The Girl With the Dragon Tattoo." David Fincher's remake of the Swedish thriller received a strong five nominations including Rooney Mara for best actress (over Charlize Theron in "Young Adult" and Tilda Swinton in "We Need to Talk About Kevin"), cinematography, film editing, sound editing and sound mixing. Those below-the-line nominations often signal high regard for a movie's craft, and thus a directing nomination. But Fincher (who was nominated by the Directors Guild) wasn't selected, and the film failed to land a best picture nod even with nine nominees in the best picture category.

A NEW LEAF: There was always some mystery about how the academy would handle Terrence Malick's ambitious cosmic family drama "The Tree of Life." A masterpiece to some, a pretentious hodgepodge with Sean Penn meandering on escalators to others, the film is the Herman Cain of the Oscar race: ardently supported by its backers, snickered at by its critics. The backers won: The film was nominated for best picture and Malick for best director.

WHAT'S UP, DOC? The category with the most upheaval was best animated feature, where the unlikely and limited released "A Cat in Paris" (from France, naturally) and "Chico and Rita" (from Spain and the United Kingdom) snuck in ahead of high-profile studio films such as Steven Spielberg's "The Adventures of Tintin," "Arthur Christmas" and Pixar's "Cars 2."

THE FORGOTTEN: Every Oscar race has a way of myopically winnowing the year's films to a batch of favorites, inevitably shutting out worthy movies. Everyone will have their own personal snub, but it's worth noting the fine absences, among them: Tom McCarthy's cheerful "Win Win"; the apocalyptic "Take Shelter"; the psychology history "A Dangerous Method"; the racing documentary "Senna" and, surely, many more.

Scientists discover new clue to chemical origins of life

ScienceDaily (Jan. 24, 2012) ? Organic chemists at the University of York have made a significant advance towards establishing the origin of the carbohydrates (sugars) that form the building blocks of life.

A team led by Dr Paul Clarke in the Department of Chemistry at York has re-created a process which could have occurred in the prebiotic world.

Working with colleagues at the University of Nottingham, they have made the first step towards showing how simple sugars -- threose and erythrose -- developed. The research is published in Organic & Biomolecular Chemistry.

All biological molecules have an ability to exist as left-handed forms or right-handed forms. All sugars in biology are made up of the right-handed form of molecules and yet all the amino acids that make up the peptides and proteins are made up of the left-handed form.

The researchers found using simple left-handed amino acids to catalyse the formation of sugars resulted in the production of predominately right-handed form of sugars. It could explain how carbohydrates originated and why the right-handed form dominates in nature.

Dr Clarke said: "There are a lot of fundamental questions about the origins of life and many people think they are questions about biology. But for life to have evolved, you have to have a moment when non-living things become living -- everything up to that point is chemistry.

"We are trying to understand the chemical origins of life. One of the interesting questions is where carbohydrates come from because they are the building blocks of DNA and RNA. What we have achieved is the first step on that pathway to show how simple sugars -- threose and erythrose -- originated. We generated these sugars from a very simple set of materials that most scientists believe were around at the time that life began."

RIM stock falls eight percent following CEO transition

We rarely meddle with stock news around these parts, but this was a pretty significant piece of meat to chew on. After Research in Motion introduced Thorsten Heins as the new CEO last night and again in a conference call this morning, the company's stock price tumbled a whopping 8.47 percent. When it comes to what kind of difference the transition will make for the struggling company, we haven't had a high amount of confidence; while we hope for the best and want to see RIM turn things around, the falling stock appears to indicate that we're not alone in expressing concerns about this morning's events. Here's some food for thought: when rumors that Samsung was interested in purchasing RIM flooded the internet, the latter company's stocks spiked by nearly ten percent.

PHILIPSBURG, St. Maarten (AP) ? Laura Dekker set a steady foot aboard a dock in St. Maarten on Saturday, ending a yearlong voyage aboard a sailboat named "Guppy" that apparently made her the youngest person ever to sail alone around the globe, though her trip was interrupted at several points.

Dozens of people jumped and cheered as Dekker waved, wept and then walked across the dock accompanied by her mother, father, sister and grandparents, who had greeted her at sea earlier.

Dekker arrived in St. Maarten after struggling against high seas and heavy winds on a final, 41-day leg from Cape Town, South Africa.

"There were moments where I was like, 'What the hell am I doing out here?,' but I never wanted to stop," she told reporters. "It's a dream, and I wanted to do it."

Dekker claims she is the youngest sailor to complete a round-the-world voyage, but Guinness World Records and the World Sailing Speed Record Council did not verify the claim, saying they no longer recognize records for youngest sailors to discourage dangerous attempts.

Dutch authorities tried to block Dekker's trip, arguing she was too young to risk her life, while school officials complained she should be in a classroom.

Dekker said she was born to parents living on a boat near the coast of New Zealand and said she first sailed solo at 6 years old. At 10, she said, she began dreaming about crossing the globe. She celebrated her 16th birthday during the trip, eating doughnuts for breakfast after spending time at port with her father and friends the night before in Darwin, Australia.

The teenager covered more than 27,000 nautical miles on a trip with stops that sound like a skim through a travel magazine: the Canary Islands, Panama, the Galapagos Islands, Tonga, Fiji, Bora Bora, Australia, South Africa and now, St. Maarten, from which she set out on Jan. 20, 2011.

"Her story is just amazing," said one of Dekker's fans, 10-year-old Jody Bell of Connecticut. "I can't imagine someone her age going out on sea all by herself."

Bell was in St. Maarten on a work trip with her mother, Deena Merlen, an attorney in Manhattan, who wanted to see Dekker complete her journey. The two wore T-shirts that read: "Guppy rocks my world."

"My daughter and I have been following Laura's story, and we think it's amazing and inspiring," Merlen said.

Unlike other young sailors who recently crossed the globe, Dekker repeatedly anchored at ports along the way to sleep, study and repair her 38-foot (11.5-meter) sailboat.

During her trip, she went surfing, scuba diving, cliff diving and discovered a new hobby: playing the flute, which she said in her weblog was easier to play than a guitar in bad weather.

Dekker also complained about custom clearings, boat inspections, ripped sails, heavy squalls, a wet and salty bed, a near-collision with two cargo ships and the presence of some persistent stowaways: cockroaches.

"I became good friends with my boat," she said. "I learned a lot about myself."

Highlights of her trip include 47 days of sailing the Indian Ocean, which left her with unsteady legs when she docked in Durban, South Africa, where she walked up and down the pier several times for practice.

While in South Africa, she also saw her first whale.

"It dove right in front of my boat and got all this water on my boat, and that wasn't really nice," she said.

Dekker launched her trip two months after Abby Sunderland, a 16-year-old U.S. sailor, was rescued in the middle of the Indian Ocean during a similar attempt. Jessica Watson of Australia completed a 210-day solo voyage at age 16, a few months older than Dekker.

Dekker had said she planned to move to New Zealand after her voyage, but she said Saturday that she wants to finish school first. If she goes to New Zealand, she said, she'd like to sail there.

Administration nominees awaiting next move by GOP (AP)

WASHINGTON ? Senate Republicans are returning to Washington in an angry mood over President Barack Obama's appointments to two key agencies during a year-end break.

More than 70 nominees to judgeships and senior federal agency positions are awaiting the next move from Republicans, who can use Senate rules to block votes on some or all of Obama's picks.

While Republicans return Monday to discuss their next step, recess appointee Richard Cordray is running a new Consumer Financial Protection Bureau, and the National Labor Relations Board ? with three temporary members ? is now at full strength with a Democratic majority.

Obama left more than 70 other nominees in limbo, well aware that Republicans could use Senate rules to block them.

The White House justified the appointments on grounds that Republicans were holding up the nominations to paralyze the two agencies. The consumer protection agency was established under the 2010 Wall Street reform law, which requires the bureau to have a director in order to begin policing financial products such as mortgages, checking accounts, credit cards and payday loans.

The Supreme Court has ruled that the five-member NLRB must have a three-member quorum to issue regulations or decide major cases in union-employer disputes.

Several agencies contacted by The Associated Press, including banking regulators, said they were conducting their normal business despite vacancies at the top. In some cases, nominees are serving in acting capacities.

At full strength, the Federal Deposit Insurance Corp. has five board members. The regulation of failed banks "is unaffected," said spokesman Andrew Gray. "The three-member board has been able to make decisions without a problem." Cordray's appointment gives it a fourth member.

The Comptroller of the Currency, run by an acting chief, has kept up its regular examinations of banks. The Federal Trade Commission, operating with four board members and one vacancy, usually makes decisions unanimously.

The State Department, however, said it's important to U.S. diplomacy to fill the post of assistant secretary for western hemisphere affairs and the ambassadorships to El Salvador and Ecuador.

""We value highly our relationship with our hemispheric partners and consider diplomatic representation at the level of ambassador a top priority. This is especially true of the top diplomat charged with hemispheric relations, the assistant secretary," said William Ostick, a State Department spokesman.

Republicans have pledged retaliation for Obama's recess appointments, but haven't indicated what it might be.

"The Senate will need to take action to check and balance President Obama's blatant attempt to circumvent the Senate and the Constitution, a claim of presidential power that the Bush administration refused to make," said Sen. Charles Grassley, an Iowa Republican who is his party's top member on the Senate Judiciary Committee.

Grassley wouldn't go further, and Senate Republican leader Mitch McConnell of Kentucky hasn't tipped his hand after charging that Obama had "arrogantly circumvented the American people." Before the Senate left for its break in December, McConnell blocked Senate approval of more than 60 pending nominees because Obama wouldn't commit to making no recess appointments.

Republicans have to consider whether their actions, especially any decision to block all nominees, might play into Obama's hands.

Obama has adopted an election-year theme of "we can't wait" for Republicans to act on nominations and major proposals like his latest jobs plan. Republicans have to consider how their argument that the president is violating Constitutional checks and balances plays against Obama's stump speeches characterizing them as obstructionists.

Senate historian Donald Ritchie said the minority party has retaliated in the past for recess appointments by holding up specific nominees. "I'm not aware of any situations where no nominations were accepted," he said. The normal practice is for the two party leaders to negotiate which nominations get votes.

During the break, Republicans forced the Senate to convene for usually less than a minute once every few days to argue that there was no recess and that Obama therefore couldn't bypass the Senate's authority to confirm top officials. The administration said this was a sham, and has released a Justice Department opinion backing up the legality of the appointments.

Obama considers the new Consumer Financial Protection Bureau a signature achievement of his first term. Republicans have been vehemently opposed to the bureau's setup. They argued the agency needed a bipartisan board instead of a director and should have to justify its budget to Congress instead of drawing its funding from the independent Federal Reserve.

Cordray is expected to get several sharp questions from Republicans when he testifies Tuesday before a House Oversight and Government Reform panel.

The NLRB has been a target of Republicans and business groups. Last year, the agency accused Boeing of illegally retaliating against union workers who had struck its plants in Washington state by opening a new production line at its non-union plant in South Carolina. Boeing denied the charge and the case has since been settled, but Republican anger over it and a string of union-friendly decisions from the board last year hasn't abated.

LONDON (AP) -Manchester City manager Roberto Mancini says it would be "impossible" to welcome striker Carlos Tevez back if he fails to secure a move in the January transfer window.

Mancini says Tevez has been in negotiations with Inter Milan and Paris Saint-Germain and hopes the Argentina striker can complete his move "very quickly."

When asked if there was a way back for Tevez if those talks collapse, Mancini says "this is impossible. Carlos doesn't want to stay."

The 27-year-old Tevez hasn't played for City since he refused to warm up during a Champions League game against Bayern Munich last September.

Mancini says "it's now three months he hasn't played and this isn't good for him."
